what has been possible so far is encouraging the development of other forms of energy and other types of energy usage that could compete with traditional fossil fuels. in the presidential election became part of the stump speech, that there have been loans for the electric car company, tesla. mr. romney said that was investing in losers. now, they have released their annual report saying they will start early repam on its government backed loans. it is moving ahead of schedule to repay the investment, an investment that was made to try to goose the american development of cars that run on electricity instead of gas. here's the thing. that loan to tesla that republicans made such fun of, that loan that turned out great in the end. that was made through a loan program created in 2007. signed into law by a previous president named george w. bush and even when it is working, it is a laugh line to them. mitt romney was good on the climate issue until he wants to run for higher office. republicans were all for invest ting in electric car until they decided to call it a joke. what are

ron paul, who of course rand paul is going to inherit the energy and enthusiasm from ron paul, you saw the biggest crowds, the most diverse crowds and the youngest crowds. that's what rand paul is going to capitalize on. should he run and it looks like he will run. i think over the last months and weeks you've seen obviously a split between the establishment and the tea party folks. rubio can't decide which one he is. rand paul, however, is very, i think solid and comfortable with his brand and who he is. it's part of ron paul, he's modified a little bit in terms of foreign affairs and international affairs. but i think he is a comer and folks in the republican party i talk to really like him. they think he's the person who can really intellectualize a tea party in the way that ron paul couldn't. he was a little meandering on the stump. they like what they see in terms of rand paul. and they also see in marco rubio somebody who might not be ready for the national stage in terms of the intellectual gravitas to go against somebody like hillary clinton. >> rand paul is so interesting. i w

age. he said he didn't have the energy anymore. and so i think there was a sort of understanding among a lot of people that maybe the cardinals of the conclave would go for someone who was younger and seemed, perhaps, as more vital. having said that, remember, the two things that i think people were looking for most were someone who could evangelize and someone who could clean up the bureaucracy of the vatican. certainly on the first one we've talked about his great evangeliization skills. thomas reese was right. we've seen growth in the church in africa and latin america. there's also competition from protestant evangiliization. it's going to be interesting to see what this man who lives so simply does inside the vatican. certainly father or george could speak better to this than i could. but what will happen now inside the walls of the vatican behind me. because there's no doubt it is widely known that they need to get their house in order, so to speak, martin. >> going to father bartunek for a moment, i want to mention a poll that was done recently. in fact, a poll found that

department of energy's national laboratories. it was titled, the sequester is going to devastate u.s. science research for decades. they said this drop in funding will force to us cancel all new programs and research initiatives, probably for at least two years. is that going to put a damper on our future prospects? >> if the sequester holds in its current form for the ten years that it is supposed to, then yes, the answer is there will definitely be horrible consequences. i think before we go to the bad news, you need to give a little context. the good news is that america has been investing in research and development. it has been investing in science and technology at a very high rate. in 2009, thanks partly to the stimulus, the u.s. investment matched the previous high at the space race at 2.9 of gdp. that amount of money being poured into public and private research. so we've come down a little because of the budget cuts already put in place and we've come down much more because of the sequester. that speaks exactly to what i was argue ewing in my special report. the federal
